General Product Safety Regulation — EU regulation requiring an EU-based Responsible Person for consumer products.
The General Product Safety Regulation (GPSR) is an EU regulation (2023/988) replacing the previous General Product Safety Directive, effective from 13 December 2024. GPSR requires all consumer products sold in the EU to be safe, with obligations for manufacturers, importers, and distributors including traceability, recalls, and appointing an EU-based responsible person. Online marketplaces must cooperate with authorities on product safety enforcement.

- • A Chinese seller on Amazon EU must designate an EU-based Responsible Person whose contact details appear on the product listing under GPSR.
- • Non-EU manufacturers selling consumer electronics to EU consumers must ensure their products meet GPSR safety requirements and maintain a technical file.
- • Amazon EU marketplaces now require sellers to upload GPSR Responsible Person information before listing products, or listings may be suppressed.
