The eco-contribution (contribución verde) varies by material: paper/cardboard €40-€80/tonne, plastics €100-€450/tonne, metals €30-€60/tonne, glass €30-€50/tonne, wood €3-€8/tonne.

What changed with Spain's Law 7/2022?+

Law 7/2022 (Ley de Residuos y Suelos Contaminados) significantly strengthened Spain's EPR regime: (1) introduced mandatory EPR for all producers, not just manufacturers — importers and distance sellers are now explicitly covered; (2) increased maximum fines from €300,000 to €1,750,000 for serious environmental offences; (3) required marketplaces to verify sellers' EPR registration; (4) introduced a plastic packaging tax (€0.45/kg of non-recycled plastic) effective January 2023; (5) mandated digital traceability for waste tracking. Do I need a Spanish authorised representative?+

Yes, if your company is not established in Spain. Law 7/2022 requires non-established producers to appoint a representative domiciled in Spain with a Spanish NIF. The representative handles EPR registration, annual declarations and financial contributions. They are jointly liable for compliance failures. You can use a specialised compliance provider (e.g., Landbell Group, Reclay) or a Spanish law firm. The representative's name and NIF must appear on all EPR registrations.

What is Spain's plastic packaging tax?+

Spain's plastic tax (Impuesto Especial sobre Envases de Plástico No Reciclados) came into effect January 1, 2023. It levies €0.45 per kilogram of non-recycled plastic used in packaging placed on the Spanish market. The tax applies to all plastic packaging — not just single-use — including industrial and commercial packaging. The taxable base is the weight of virgin (non-recycled) plastic. Recycled plastic is exempt if certified. The tax is self-assessed quarterly (models 591 and 592) and is separate from SIGREP contributions. How does Amazon.es verify EPR registration numbers?+

Amazon.es has been verifying seller EPR numbers since 2023, in line with Law 7/2022 requirements. Amazon checks your submitted numbers against the Registro de Productores de Envases (packaging), the AEE register (electronics), and the battery register. The verification process: (1) Amazon sends a notification requesting your EPR numbers at least 4 weeks before a compliance check; (2) you submit numbers through Seller Central > Settings > Account Info > EPR Compliance; (3) Amazon cross-references against Spanish government databases; (4) if your number is missing or invalid, your listings are deactivated within 2-4 weeks. You can reactivate by registering with SIGREP (or equivalent) and updating your number. Repeat non-compliance may result in account-level restrictions.
